How to Define Requirements That Actually Get Built

Many non-technical leaders approach requirements with unnecessary friction, not because the work is difficult, but because its purpose is often misunderstood.
Requirements are commonly assumed to be highly detailed, technically precise documents. There is an implicit belief that if you cannot write like an engineer, you cannot specify software correctly. In practice, this leads teams in one of two directions. Some over-document, producing long specifications that are rarely read or fully aligned on. Others keep things intentionally loose, assuming details can be resolved during development.
Both approaches tend to break down for the same reason. They leave key decisions implicit until building has already begun.
The difference between a buildable requirement and a vague one is not length or technical language. It is whether the decisions that shape the system have been made explicit early enough to guide design and implementation. When those decisions remain unclear, teams compensate later through rework, clarification cycles, and misaligned output.
This article outlines the decisions that matter most and explains how to define requirements with enough clarity for software to be built predictably, without constant revision or interpretation.
Requirements are about decision-making, not documentation
Requirements are often mistaken for engineering specifications. They are not instructions for developers to execute line by line. Their purpose is to make decisions explicit so that whoever or whatever is building software understands what needs to exist and what constraints apply.
That is a different job than documentation. It does not require technical fluency. It requires clarity about intent, outcomes, and boundaries.
Your role is not to be perfectly precise. What matters is clarity of direction.
Good requirements answer the questions that, if left ambiguous, cause systems to drift away from what you actually need. They do not attempt to resolve every possible scenario. They focus on the decisions that shape architecture, data models, and workflows.
"Good enough" means decisions are explicit, not exhaustive. You are not trying to anticipate every edge case or validation rule. You are surfacing the core choices that determine whether the system behaves as intended.
The decisions that make a requirement buildable
A requirement does not need to be long to be buildable, but it does need to address a small set of foundational decisions. When these are unclear, gaps surface later, when resolving them is more expensive.
One of the most important decisions is who the system is for. Requirements should describe roles rather than personas. They need to make clear who can access the system and how access differs between users. Some roles may create or edit data, others may only view it, and there may be administrative roles with elevated permissions. These access decisions shape data models from the start and cannot be cleanly added later.
Equally important is what those users are trying to do. This is about outcomes, not interfaces. Good requirements clarify the task users are completing, the information they need to see or change, and what should happen after an action is completed. Without this clarity, teams often build features that technically function but fail to solve the real problem.
Every buildable requirement also implies that certain things must exist. This usually takes the form of data, objects, or integrations. Requirements need to specify what information must be stored and whether the system depends on external tools or services. They should also clarify whether the system integrates with existing platforms such as a CRM or inventory system. These are not secondary considerations, but shape architectural decisions early.
Constraints are just as important. Defining what cannot happen often matters more than defining what can. Clear requirements identify conditions that block actions, what happens when required data is missing, and whether regulatory or compliance rules apply. Error and failure states are not edge cases. They are first-class paths that determine how software behaves in real conditions.
Finally, requirements should make it clear what success looks like. They define what observable outcome validates that the system is working as intended. This distinction separates software that is technically complete from software that is actually useful.
When these decisions are explicit, a requirement is usually buildable, even if many details remain open.
Common gaps that surface in early requirements
These gaps appear in nearly every first-pass requirements, including those from experienced teams. Missing them does not indicate poor thinking. It reflects how easy it is to carry assumptions without realizing it. This is precisely why requirements clarification exists as a distinct phase.
A common example is the difference between authentication and authorization. Teams often say that users need to log in. What remains implicit is what those users are allowed to do once they are logged in. Authentication establishes who you are. Authorization defines what you can do. These decisions determine whether all users see the same data or whether permissions differ by role, and they are difficult to retrofit later.
Another frequent gap appears around saving data. When teams say users should be able to save their work, many questions remain unanswered. Requirements should clarify where the data is stored, whether it persists immediately or only after submission, and whether users can return to partially completed work. Each interpretation leads to different technical approaches.
Error handling is also often treated as an afterthought. Teams describe ideal workflows without defining what happens when something goes wrong. Requirements should address what file types are allowed, what happens if an upload fails, and how users are informed. Systems that function only in ideal conditions tend to fail under normal use.
Ownership assumptions can be equally subtle. When users create objects such as projects or records, requirements should clarify whether those objects can be deleted, transferred, or edited by multiple people. These questions often surface only after conflicting expectations emerge.
The goal is not to anticipate every gap yourself. It is to surface them before they turn into rework.
What clarified requirements look like in practice
The example below illustrates how a directional idea becomes a structured requirement during a requirements clarification sprint.
A team might begin with something like this:
"We need a way for team members to collaborate on customer proposals. They should be able to work on proposals together and track which stage each proposal is in."
At this point, several questions remain open. It is unclear who can create proposals versus edit them, what data makes up a proposal, whether collaboration means simultaneous editing or sequential updates, and who controls stage changes or deletion.
This is not something most teams arrive at upfront. It emerges through structured questioning. That process is the point of a requirements sprint, not a prerequisite for starting one.
Through clarification, those ambiguities become explicit. Roles are defined so that account managers can create proposals and assign team members, assigned team members can edit proposals and add comments, and managers can view all proposals and approve them for a final stage.
Core objects are identified, including proposals with attributes such as customer name, amount, stage, assigned users, and timestamps, as well as comments with authorship and history.
Workflows become explicit. Proposals move from draft to review to approval. Permissions change as proposals move through stages, and certain actions become restricted once a proposal is approved.
Constraints are clarified. Only proposal creators can delete drafts. Proposals in later stages cannot be deleted. Users cannot edit proposals they are not assigned to.
Success criteria are also defined. Team members can see which proposals are assigned to them, proposal change history is visible, and managers can filter proposals by stage.
This is not exhaustive. Notification preferences, integrations, and exports would still be addressed. But this level of clarity is enough to validate the approach before any building begins.
What "good enough" looks like before you start
You don’t need to match the structured example above. You need enough clarity that someone reviewing your requirement can identify what is still ambiguous.
In practice, "good enough" usually means you can explain the workflow out loud in concrete terms. You can name the user roles and describe how they differ. You know what information must persist and be retrievable later. You can describe at least one failure case or constraint.

The goal is not perfection, but clarity around decisions that would otherwise remain implicit.
